Every top 20 clan has a combat level requirement of 110+ usually. Leaders, officials and members probably enjoy viewing their high average combat on their memberlist. However as most know, statistics don't always win wars.
The top 20 also have a very advanced application process, most of which you need references from current clan members, a trial membership period, an advanced background check and more. I agree in quality over quantity, but I feel if the top 20 were to lower their level requirement it would only benefit them. More people, more advantage in run-ins especially if you have good ko units. Top 20 clans already have ways to gauge weather or not members will be active, mature and good additions to their community. So I see no reason not to necessarily mass recruit, however lower requirements to get more still active, decent and basic to grunt level members.

For reference, I'm not butt hurt because I don't meet 110+. I just don't see a reason for high requirements apart from high average combat, which really doesn't prove how good a clan is anyway.
