(Osrs) F2P Only Clans?

So I realize it'll be tough for F2P only clans to rise up due to the two week limitation until F2P is voted in permanetly or longer, but do you think it would be possible for a F2P clan to survive and flourish for the time being? Also do you know of any in existence currently that are only F2P at this time?

Also if a clan of this nature were to be created what key-aspects would it need to obtain in order to be successful? Especially if one wanted it to be the prominent F2P clan in Runescape (Possibly to compete with P2P clans in various activities, etc...)
