UPDATE: It seems after I launched this strawpoll Jagex actually did something about this issue, if everyone that voted on the current poll checks their inbox on RuneScape then they'll see a message from Mod Mat K with a survey link about what people want from Bounty Hunter and the new skill. I suggest everyone votes.

I think having raw supplies as rewards would be the better option so it doesn't exclude the skillers, you still need to go through them and sell them raw supplies for the finished product. The rewards would be things like;
Raw food
Uncut gems
Unfinished bolts
Ore
Bars
Herbs
Second potion ingredients
etc
