First and most importantly, the clan world is not dying, and it will never die because there will always be people coming in and going out, it's just that in the last few years the world has CHANGED dramatically, and there have been huge population turnovers, and people are realising that its changed and shrunk, and they think it's dying, which is a common misconception, not supported by fact.

If you want it to be back to the way it used to be then tell your clans leader to drop the reqs to 80+ and go recruit in castle wars, duel arena and various other locations that we used to go to find recruits, do this and good luck rebuilding!
