First and foremost, I no longer play Runescape and haven't done for the best part of two years, however I still have fond memories of warring and believe that it can be one of the most enjoyable aspects of the game. Unfortunately clan warring in general has declined in recent years and will only continue unless we try to make a difference.
To stay alive and more importantly thrive, the clan world needs a continuous supply of new recruits. To have any chance of success, the clan world needs attention, it needs the advertisements and incentives to target a wider audience. For many people the incentive of joining a clan is to meet new people, have fun and/or competitively fight in a warring environment. Currently these incentives are supported by the pride and self satisfaction of warring, however there's still a large majority of those who refuse to join a clan. Why's this? There's no incentive, benefits or reasoning for them individuals to take the first step and join a clan. Here, we have to create a motivation to encourage warring amongst those who currently refuse to participate in any kind of clan warring at all.
A possible solution to motivating and encouraging individuals to join a clan is by implementing a two division ranking system (primary and secondary) that's hosted once every week that rewards clans and individuals with their participation within the wilderness. These rewards act as an incentive to attract new members and would be given either as an experience multiplier (e.g. 1.5x experience for the next 24 hours for primary division or 1.25x for the secondary division) and/or a loot of gold depending on your activity, combat level and clan ranking.
How would this work? Two wide regions will be located in the wilderness (in one or two worlds only, depending on the popularity) which will be known as the primary and secondary hotspots. The primary zone is targeted towards the strongest clans, whereas the secondary zone will be aimed towards lower level clans and pures (note that it won't stop the higher leveled clans entering the secondary zone, however their scores will not count towards their participation in the primary zone). Clans must stay within the areas to have the chance of being ranked and therefore rewarded. In order to receive the reward(s), your clan must finish in the top 5 or 10 rankings. The rankings will be decided on 3 parameters. 1.) Activity and time spent collectively as a clan within the 'hotspot'. 2.) The amount of kills collectively as a clan. 3.) Your clan's k/d ratio (given that your clan has surpassed a pre-required number of kills)
As far as I'm aware, EoC warring is almost non existent(?), although this system could be implemented in both servers.

The above scenario demonstrates a ranking system that would be easily accessible and displayed on the main page of the website. In addition, it will promote and support the introduction to live streaming. The event will take place over the course of several hours once every week at a pre-determined time and date allowing for clans to prepare and live streaming to commence. Live streaming would be viewable/accessible from the main website and the winning clan each week will be given a shoutout on the website. Bare in mind that clans will more than likely continue warring after the event has taken place.
This is just a quick idea I thought up and realise that there will be many flaws such as as lag, DDoS, 1 itemers and potential exploits, however I'm sure that there are viable methods to prevent any issues from arising (e.g. must be risking 50k or more to entering the zones). Likewise, I understand that I have as much chance of winning the lottery than Jagex implementing this, but feel free to criticise, add any improvements or discuss your own ideas.
